WES is the largest credential evaluation organization with over thirty years of experience. WES recognizes selected three-year Bachelor’s degrees from India as equivalent to a U.S. Bachelor’s degree, when the following conditions are met:
The degrees have been earned in Division I and II - AND - The awarding institutions have been accredited by India’s National Assessment and Accreditation Council (NAAC) with a grade of “A” or better. This means that if you have earned a bachelor’s degree, such as B.Sc. or B.Com, with Division I or II from universities accredited by NAAC with a grade of “A” or better, then WES may evaluate your degree as equivalent to a U.S. Bachelor’s degree.
To access the full list of institutions accredited by India’s National Assessment and Accreditation Council (NAAC), please visit http://naacindia.org/accreditedall.asp
ADMISSION TO U.S. GRADUATE PROGRAMS Admission to U.S. graduate programs is highly competitive. Universities set their own standards for admission and may change them at any time. The general requirements for consideration for admission include excellent grades, good results on the GRE or GMAT test, and a good command of the English language as demonstrated through the TOEFL or IELTS test. Students must contact the universities of their choice to obtain specific information on their requirements for admission. Some US universities that would entertain applications submitted by candidates who hold three-year bachelor’s degrees are:
Carnegie Mellon University Wake Forest University Babcock Graduate School of Management Northwestern University Wharton School/ University of Pennsylvania Tuck School of Business at Dartmouth University of Virginia, Darden School of Business University of North Carolina at Charlotte (Links valid as of November 11, 2008)
Important Note: These institutions are listed as examples only. By listing these institutions, WES does not imply that any one of them requires, or would accept, a WES evaluation. Prospective candidates must contact each institution for information on its application and admission requirements.

I guess you could try writing to the people at WES. They should have a helpline for students. You can ask them about the precedent for such cases, where a college is rated A+ but the univ is rated B++
Do let me know how this goes.
